About AMBASSADOR LESLIE GATAN

Mr. Gatan joined the Philippine foreign service on 1 March 1983 after passing the FSO entrance examinations in 1982. He holds the highest ambassadorial rank of Chief of Mission Class I. Prior to joining the Department of Foreign Affairs, he served for eight years as Senior Management and Audit Analyst at the Department of Science and Technology.

In the Home Office, he held the positions of Assistant Secretary of the Office of United Nations and International Organizations (UNIO) from December 2009 to September 2011;

Special Assistant of the Undersecretary of Foreign Affairs for Policy from 2001 to 2003; Director for ASEAN Economic Matters and ASEAN-EU Relations at the Office of ASEAN Affairs from 1994 to 1997; and Acting Director for Political Matters and, subsequently, Acting Director for Environment, Technology, Energy, Transport and Communications and Human Settlements at the Office of UNIO from 1983 to 1986.

In the foreign service, he served as Ambassador/Deputy Permanent Representative at the Permanent Mission of the Philippines to the United Nations in New York from 2003 to 2009; Minister at the Philippine Embassy in Brussels from 2000 to 2001; Minister, Consul General and Deputy Permanent Representative to the UN-ESCAP at the Philippine Embassy in Bangkok from 1997 to 1999; Consul at the Philippine Consulate General in Milan from 1999 to 2000; First Secretary and Consul at the Philippine Mission to the United Nations and Other International Organizations in Geneva from 1988 to 1993; and Third Secretary and Vice Consul and Representative to the Colombo Plan Council in Colombo from 1986 to 1988.

He has attended hundreds of international conferences at the international, regional and bilateral levels from 1986 to 2011 as either head or member of the Philippine delegation, and as either delegate or chairman or spokesman of the developing countries under the auspices of the UN, ASEAN, APEC, ASEM and other international conferences.

He earned the following academic degrees: Master in Urban and Regional Planning from the University of the Philippines (UP) in 1978, Bachelor of Business Management from the Pamantasan ng Lungsod ng Maynila (PLM) in 1980, and Bachelor of Arts, major in Political Science, from the Ortanez University in 1971. He earned units in law and in MBA from UP and PLM, respectively. He attended special trainings on security studies in Honolulu, international economics in Geneva, international trade in Berlin, export promotion in Dublin, international economics in Geneva and international relations in Colombo, among other specialized trainings in the Philippines and abroad.

In the Home Office, he initiated in 1985 the creation of the Technological Information Promotion System (TIPS), a trade-enhancing global network, now based at the Department of Foreign Affairs. He also initiated the establishment of the ASEAN Regional Center for Biodiversity, now based at Los Banos, Laguna. He served in concurrent capacity as Secretary-General of the National Committee on Illegal Entrants in Manila from 2001 to 2003. At the Department of Science and Technology, he headed the Secretariat of the Balik-Scientist Program, in concurrent capacity, from 1974 to 1978.

He supported the Philippine Government’s initiatives on interfaith dialogue and cooperation for peace, resulting in the (1) convening and establishment in 2005 of the Summit and Ministerial Meetings on Interfaith Dialogue and Cooperation for Peace and, in 2006, the launching of the Tripartite Forum on Interfaith Cooperation for Peace, both based in New York, (2) the adoption by the UN General Assembly from 2004 to 2010 of resolutions on inter religious and inter cultural dialogue for peace, understanding and cooperation, and (3) the espousal by the Non-Aligned Movement of interfaith dialogue for peace and development as its major project leading to the Philippines’ hosting of the Special Non-Aligned Movement Ministerial Meeting (SNAMMM) on Interfaith Dialogue and Cooperation for Peace and Development, the largest intergovernmental conference ever held in Manila in March 2010.

He is married to Ms. Lydia Debbie Mijares-Gatan who was born in Palanas, Masbate but grew up in Cuenca, Batangas. He is the fifth among the six children of Pilar Binarao-Gatan of Solana, Cagayan, and Serapio Aggabao Gatan of Cabagan, Isabela. He was born in Sta. Maria, Isabela on 11 April 1949.
